第十七章
原文：太上，不知有之，其次亲而誉之；其次畏之，其次侮之。信不足焉，有不信焉。悠兮其贵言。功成事遂，百姓皆谓我自然。
罗汉乱弹琴：上一章老子讲了必须明白和尊重万物生命运动之“道”。指出“天”（自然）才是王，才是最高的主宰。所以，他在这一章就明确讲社会管理者该怎么做。
太上，不知有之，其次亲而誉之；其次畏之，其次侮之——《回顾历来的社会管理者》，最上等的是百姓不知道他的存在，其次一等的是百姓对他的存在感到亲切并给以好评；再其次的就是不愿与他亲近，惧而远之，最差的是诅咒、謾骂他的存在。
信不足焉，有不信焉——被百姓惧而远之，诅咒、谩骂的原因，是他们在百姓中的诚信不足，或者根本就没有诚信。也就是各种各样的红头文件满天飞，结果不是夸夸其谈，就是空头支票，甚至倒行逆施。
悠兮其贵言。功成事遂，百姓皆谓我自然——只有那些在其位优哉游哉最少发指示、不束缚百姓手足的社会管理者，能够很轻松地让社会和谐顺遂，大功告成的事情进行得十分顺利。老百姓都会说本来就该这个样子，认为我顺应了自然。
读到这里，我真对一心一意为中国谋福祉的D十分同情和惋惜。怎么守着老子的教诲不学习，非要以马列主义的斗争哲学为纲，明知自己不是万能，却非要无所不管无所不为。60多年的辛苦，换来的是60多年的罪过。而所有自认为可以表功的地方，都会听到人说：“没有你，我们会过得更好”！
Luohan comprehension：
In the last chapter，Lao-Tzu teach us to understand and respect the life motion of all things. He pointed out that god is he supreme dominator. So in this chapter，he will definitive explanation that how to be a administrator.
太上，不知有之，其次亲而誉之；其次畏之，其次侮之——（review the history of administrator）The best rulers are scarcely known by their subjects；the next best are loved and praised them；The next are feared；The next despised.
信不足焉，有不信焉——They have no faith in their people；And their people become unfaithful to them. All the red tape were flying around，not only the eloquence serve but also an empty promise in reverse.
悠兮其贵言。功成事遂，百姓皆谓我自然——Only those who do not bind people hands and feet and reduce issued instruction. They can achieve their purpose through the long history of human society. The people may say：it supposed to be like the nature.
By the time you read this I would sympathy and regret to the Communist Party. Why not learn the inculcation of Lao-Tzu but learn the Marxism-leninism philosophy of struggle. They know they can not manage everything but stop at nothing. The 60 years hard work results to the 60 years sins. When they boast their bit of contritution will heard from people：“We might be better off without you”.
